We are seeking an experienced Assistant General Manager – Training, Rules, Compliance, and Safety (AGMTRCS) to provide leadership and oversight for all training programs, rules compliance, and safety initiatives across core operations, rehabilitation/capital support, and third-party support services. This role reports directly to the General Manager and is responsible for ensuring that all operational teams are trained, compliant with applicable regulations, and adhere to the highest safety standards. The Scope of Work (SOW) for this position is defined primarily within the SOW.
Position Responsibilities
Training Leadership
- Develop, implement, and oversee comprehensive training programs for all operational personnel.
- Ensure training content and methodologies comply with current industry standards and regulations.
- Evaluate and enhance training programs to improve workforce competency and operational performance.
Rules and Compliance Management
- Lead initiatives to ensure strict adherence to all applicable rules, policies, and regulatory requirements.
- Conduct regular compliance audits and assessments to identify gaps and ensure corrective actions.
- Collaborate with internal teams to create and update compliance-related procedures and manuals.
Safety Oversight
- Oversee all safety programs to maintain a safe work environment for employees and passengers.
- Lead investigations into safety incidents, identifying root causes and implementing corrective measures.
- Promote a strong safety culture by facilitating safety training, awareness programs, and proactive risk management strategies.
Cross-Functional Coordination
- Work closely with operational leadership to align training, compliance, and safety programs with organizational goals.
- Support third-party and capital project initiatives by ensuring all involved personnel meet required safety and training standards.
Prerequisites
- Minimum of 10 years of experience in railroad operations, safety, or compliance leadership.
- Strong knowledge of federal, state, and industry regulations related to rail safety and rules compliance.
- Demonstrated expertise in developing and managing large-scale training programs.
- Proven ability to lead teams, drive initiatives, and implement process improvements.
Certifications (Preferred, but Not Required)
- FRA Certification or Safety Compliance Certification.
- OSHA Safety Certification or equivalent.
- Project Management Certification (PMP or equivalent).
